It is with great humility and enthusiasm that I accept the honor of serving as President of the Philippine Council for Quality Assurance in Clinical Laboratories (PCQACL). I am deeply grateful for the trust you have placed in me, and I am committed to advancing our organization’s mission to uphold excellence, integrity and innovation in clinical laboratory practices across the country.
Our organization has long been a pillar of quality assurance, ensuring that clinical laboratories adhere to the highest standards for accuracy, reliability and patient’s safety. As we look to the future, I am excited to work alongside each of you, to foster collaboration, promote continuous improvement and strengthen the standards that underpin our vital healthcare system.
Together, we can elevate the level of service, enhance laboratory quality and contribute significantly to the public health outcomes in the Philippines. I encourage active participation, idea-sharing and collective effort as we navigate the evolving landscape of clinical laboratory science.

The PCQACL Committee on Nomination and Election (COMELEC) is pleased to announce the Elections 2024 for five (5) positions to complete the 2025 Board of Trustees.

Who can vote:
Canvassing is done electronically and results unmasked within an hour from the close of elections. It will be certified by the COMELEC and witnessed by 2 delegates. This will be approved by the Board of Trustees 2024 in the Organizing Meeting on Oct. 11, 2024;

Pursuant to Section 4 of Article XV- Amendments that upon adoption or modification by the Board by a majority vote of all its selected members, proposed amendment(s) shall be circulated to all members of the Council at least thirty (30) days before the Annual Business Meeting or Special Council meeting called for the purpose, attached is the matrix of the amendments to the 2011 PCQACL Constitution and By Laws for ratification during the business meeting on October 10, 2024. The 2024 Amendments to the 2011 Constitution and By Laws has been voted upon and adopted during the Board of Trustees Meeting last September 11, 2024.

The Executive Officers and Board of Trustees would like to inform you that effective February 15, 2024, the annual institutional membership dues will be increased from one thousand pesos (Php 1,000) to two thousand pesos (Php 2,000).
Due to the influence of many factors that include continuing increase in the costs of office supplies, office utilities along with the rising transportation charges during the past years, we find it necessary to implement this increase to sustain the operations of our office and the services that the Council is providing to the Members.
We hope for your kind understanding and compliance. Looking forward for more fruitful and active engagement with the Council’s programs and activities.

The Council’s Officers and members of the Board of Trustees conducted their strategic planning for fiscal years 2024 and 2025. The first part was held in June 12-13, 2023 at the West Grove Resort Tanauan, Batangas and the final part was at the Espiritu’s Farmhouse in Pulilan, Bulacan last February 11, 2024.

Educational activities : Back in 2021, we launched the free online webinars dubbed as “P.O.W.E.R.” which stands for “PCQACL Online Webinar Educational seRies”, aimed to adapt to the challenges of the pandemic and support laboratory professionals by providing free continuing medical education and updates.

Last year, one of the successful projects of PCQACL was the launch of PCQACL Academy Online Webinar Series or P.O.W.E.R. which aimed to provide free continuing medical education in the field of laboratory medicine. This year, POWER continued to do this through the help of industry partners.

By virtue of Republic Act No. 4688 s. 1966, “An Act Regulating the Operation and Maintenance of Clinical Laboratories and Requiring the Registration of the Same with the Department of Health, Providing Penalty for the Violation Thereof, and for Other Purposes,” the Department of Health (DOH) through the Bureau of medical Services, now known as the Health Facilities and services Regulatory Bureau (HFSRB), was mandated to ensure public health, safety and welfare through enforcement of the Act and was authorized to issue such rules and regulations as may be necessary to carry out the law. Clinical laboratory services play an important role in the diagnosis, treatment, prevention and control of disease. Thus, it is imperative that the laboratories generate accurate, precise and reliable laboratory test results in a timely manner to aid the physicians in assuring the quality of patient care.
